Slow start not a good sign for the future

In December 2017, the NSW Government’s Department of Planning announced, with great political fanfare, the opening of their Regional Planning office in Mann St, Gosford, attended by Planning Minister Roberts and other local politicians.
Expecting the office to be functioning in early 2018, there has been a sign in the window stating “Opening Soon” all year.
In fact, the office is only a shopfront, and I understand it will remain this way until March, when it will open for business.
The purpose of the office will be to promote the Central Coast Regional Plan 2016 to 2036, empowering the Central Coast Council to work in partnership with the NSW Government to promote economic development in strategic corridors and transport gateways.
I would like to ask the NSW Government why it will take three months to actually have staff to promote this plan.
