A proposal for low-cost group home housing at Long Jetty has been downsized because of government regulations about rubbish collection.

Originally the plan for 210 The Entrance Rd, Long Jetty, was to demolish the existing house and build three separate two-storey buildings each to be used as group homes.

Through the assessment process Central Coast Council raised issue regarding the requirements for garbage collection.

Council highlighted that effective waste management was a crucial component of residential development approvals, particularly where direct frontage to a major road such as The Entrance Rd exists.

Two separate but related sets of requirements apply – the Central Coast Development Control Plan 2022 (DCP 2022) and the road authority, Transport for NSW (TfNSW), for waste collection from a main road.

TfNSW has specific requirements for waste collection from properties fronting main roads which means developments must provide for on-site collection or make other off-site arrangements.

The DCP says that for on-site rubbish collection a standard waste collection vehicle must be able to enter, safely turn within the site, and exit all in a forward direction.

Councils’ waste contractor requires access on site for an HRV (heavy rigid vehicle) of at least 10.5m in length.

To accommodate this requirement, the design of the group home has been scaled back to remove the front building to utilise that area for waste collection and associated vehicle manoeuvring.
