Either you can use restricted funds or no you can not does that mean it is legal or illegal. Is it semantics or obfuscation? The pantomime of the ‘Public Enquiry’ is not for community scrutiny and any findings the Commissioner comes up with will be with a lot of spin or suppressed as unpalatable for consumption. The State governments part in this farce will not be exposed.
I note that major developments are now trying to fly under the public radar and begrudgingly displayed for a very limited time for objections. Is it being pushed by the State government or Council who approved the plans? The mysterious CEO or administrator?
